Is it only available to paying members?
I can see that there are members in the chat room, but I have no way of entering.

Okay...


Well after you're a member, log in.

-then on the top navigation bar, click on the word CHAT. (ignore the left navigation bar and the Site Map)
-then register for a screen name.
-then login into CHAT.

note: use the forums here to see who's IN chat and when JAB is doing requests.
